The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are released from various governments. Significant resources is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "settlement".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, most likely delivered by partner states. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours encapsulated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is unrealistic to compel Moscow to surrender the areas that it already controls in Ukraine's south or east.

The problem is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from thinking that the status quo will not change more in its advantage in the near future.

Divergent Views

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until conditions improve in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: political desires to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
